Acquired 1.4 acres on Marlboro Pike — the city’s first-ever expansion onto its major commercial corridor, opening new doors for economic growth and community services.
Made District Heights the first city in Maryland to adopt cloud-based financial management, replacing outdated systems with transparent, modern tools.
Launched a $700,000 repaving initiative across major thoroughfares, backed by a five-year paving plan using AI-powered road assessment technology.
Expanded the District Heights Senior Center with free health screenings, SAGE educational programs, and complimentary gym memberships for residents 55 and older.
Distributed 300+ school uniforms, provided haircuts and supplies, and launched the annual $5,000 Mayor’s Scholarship for students pursuing higher education.
Secured a four-year partnership making District Heights the official home of the Washington Commanders Music Department — bringing events, clinics, and performances to the community.

Mayor Cynthia Miller has called District Heights home for more than 24 years. First elected as Ward 1 Commissioner in 2014, she served as Vice Mayor and Acting Mayor before being elected Mayor in July 2022.
Her career spans 38 years in federal service and association management, including her role as Management Analyst at the U.S. Interagency Council on Homelessness, where she partnered with 19 federal agencies, governors, and mayors across 49 states on programs like Housing First and Homes for Veterans.
Beyond City Hall, Mayor Miller and her husband Cyril are long-standing members of First Baptist Church of Highland Park. Together, they run a monthly food bank and volunteer regularly at community food distributions. She is a Fellow Graduate of the Academy for Excellence in Local Governance and serves in leadership roles with the Prince George’s County Municipal Association and Maryland Black Mayors, Inc.
Mayor Miller’s leadership has earned the trust and endorsement of top Maryland officials.
